Debra is the Executive Director of COSEHQ serving since 2000. She has overall responsibility and accountability for strategic planning, leadership, outreach, general management and both contract and operational administration. She works directly with the COSEHQ Board of Directors and the COSEHQ staff to design and implement impactful mission-driven strategies for the organization.
Simmons 40+ years of experience includes clinical nursing, hospital administration, outreach, and both local and national healthcare program administration. She has worked in healthcare settings in a number of different states: Utah (Intermountain Health Care), Hawaii (Kapiolani Medical Center), Texas (Memorial Hermann Hospital), Louisiana (Lafayette Woman’s Hospital), and North Carolina (Wake Forest Baptist Health/Atrium Health).
Raised in Utah, Simmons obtained both her BS in Nursing and MS from the University of Utah. From 1994-1995, she worked as a Robert Wood Johnson (RWJ) Health Policy Fellow in the Washington D.C. Senate office of Robert J. Kerrey (Nebraska) on both healthcare and welfare reform legislation.
In 1996, Ms. Simmons moved to North Carolina and joined the Wake Forest University Baptist Medical Center as the Quality Management/Disease Management Director to develop, coordinate, and implement disease management initiatives for an integrated regional network of physician practices affiliated with Wake Forest, working in this position until joining COSEHQ.
